The lifting device comprises an upper platform, a ball mechanism, a lower liftable cart and multiple eccentric locking shafts; the lower end surface of the upper platformis fixedly connected with the top of the lower liftable cart; the ball mechanism is located on the upper end surface of the upper platform and is rotationally connected with the upper platform; multiple inserting holes are formed in the upper end surface of the upper platform at equal intervals; the eccentric locking shafts are screwed into the inserting holes in a one-to-one correspondence manner; and universal wheels with the self-locking function are arranged at the bottom of the lower liftable cart.
