The invention relates to a fish-tail-imitating device which comprises a fish tail body, a placing plate and a controller, and the controller is arranged on the placing plate and electrically connectedwith the fish tail body; the controller comprises a power supply, a voltage stabilizing device, a signal amplifying device and a single chip microcomputer which are electrically connected, and is used for supplying power to the fishtail body; the fishtail body is made of IPMC flexible materials, and the tail end of the fishtail is composed of two triangles. By means of the characteristic that materials are electrified to deform in the water environment, swinging of the fishtail is achieved, traditional mechanical driving is not adopted, the mass is reduced, power consumption is reduced, underwater long-time operation is facilitated, the structure is simple, maneuverability is high, no noise or other pollution is caused, and a new thought and example are provided for research of bionic robotic fish. And deeper research and popularization are carried out on the underwater propeller.
