The invention provides a winch control device and method and underground diaphragm wall construction equipment. The winch control device has a manual control mode and comprises a winch device, at least one control valve, a gear control part and a controller, wherein the winch device comprises at least one winch roller in driving connection with a working device and at least one winch motor in corresponding driving connection with the at least one winch roller; the at least one control valve is correspondingly connected with the at least one winch motor, and each control valve is configured to change the rotating speed of the corresponding winch motor according to the opening degree change of the control valve; the gear control part is configured to output gear information to indicate the speed gear of the at least one winch motor; and the controller is in signal connection with the at least one control valve and the gear control part and is configured to adjust the opening degree of the at least one control valve according to opening degree control information, and in the manual control mode, the opening degree control information comprises gear information. The winch control device and method are beneficial to reducing potential safety hazards in the diaphragm wall construction process, improving the construction efficiency and reducing the construction cost.
