The invention discloses a propulsion system for a small high-orbit satellite public platform. The system comprises a plurality of thrusters arranged in the outer side of a satellite bottom plate cabin, and the thrusters comprise +Y and -Y direction electric thrusters respectively arranged in the outer side of the satellite bottom plate cabin and +X and -X direction chemical thrusters arranged in the outer side of the satellite bottom plate cabin.
