The invention relates to a smart parking lot management system and method based on LIFI, and the method comprises the steps: obtaining parking space information of all parking spaces in a parking lot, the parking space information comprises position information and state information, and the state information is available or unavailable; obtaining vehicle information of vehicles in the current parking lot, wherein the vehicle information comprises real-time position information; generating parking navigation information based on the vehicle information and one piece of parking space information selected from one or more pieces of parking space information of which the state information is available; and sending the parking navigation information to the corresponding vehicle. After the driver drives the vehicle to enter the parking lot, the system can guide the vehicle and the driver to drive to the available parking space along the set path, and convenience is provided for the driver to park in the parking lot.
