The vehicle-mounted update device is provided with a control unit for controlling a process for updating a program of a vehicle-mounted ECU, and is communicably connected to an external server via a plurality of communication paths including: a communication path that passes through the charging control device; the charging control device controls a charging device outside the vehicle capable of communicating with the external server to charge the vehicle; and a communication path that passes through an external communication device that is mounted on the vehicle and is capable of communicating with the external server, and the control unit selects any one of the plurality of communication paths and acquires an update program from the external server through the selected communication path.
