The invention relates to the technical field of hybrid electric vehicles, in particular to a power assembly of a hybrid electric vehicle and a vehicle. The power assembly of the hybrid electric vehicle comprises a power output mechanism and a speed change mechanism. The speed change mechanism comprises a speed change mechanism input shaft, an output shaft, a third planet row, a fourth planet row, a clutch C1, a clutch C2 and a brake B1; an input shaft of the speed change mechanism is connected with a planet carrier of the third planet row, and a sun gear of the third planet row is connected with a sun gear of the fourth planet row. According to the power assembly of the hybrid electric vehicle, through the arrangement of the third planet row, the fourth planet row, the clutch C1, the clutch C2 and the brake B1, the speed change mechanism can form an independent three-gear speed changer, and therefore the vehicle can select proper torque and rotating speed to output according to the actual situation; and the escape performance, the acceleration performance, the climbing performance and the high-speed performance of the vehicle are obviously improved.
