The invention relates to a transportation planning system, a transportation planning method and a medium. A transport planning system includes: a grouping unit configured to group a transport path of an automated guided vehicle, based on transport path information, by using at least one of (a) an amount of values causing a distance from each other for transport requests at positions away from each other and (b) an amount of values causing a proximity to each other for transport requests overlapping transport paths of the automated guided vehicle; characterizing each transport request, each transport request comprising information about a set of starting nodes and ending nodes, and grouping the transport requests based on the quantity of characterization; an allocation unit configured to allocate the grouped transport request groups to respective automated guided vehicles; and a planning unit configured to formulate, based on the allocated transport request group, a plan for causing each of the automated guided vehicles to travel such that the automated guided vehicles do not collide with each other.
