The data analysis layer is used for calculating weight coefficients of different attributes of each data sample in a plurality of data samples in the traffic data under the same road condition state, and calculating and analyzing each data sample by adopting a hierarchical clustering algorithm based on a weighted Euclidean distance based on the weight coefficients; and a data application layer issues traffic road condition information based on the clustering result so as to realize intelligent monitoring of the expressway. According to the invention, auxiliary decision support for highway operation can be provided for a highway management department, and real-time accurate mastering of highway conditions is realized.
