The invention relates to the technical field of ship outfitting, in particular to a floating floor with vibration isolation and noise reduction functions and a ship. The floating floor with the vibration isolation and noise reduction functions is formed by stacking structural layers made of different materials and comprises a restraint layer, a middle layer and a top sealing layer which are sequentially laid in an attached mode. The restraint layer is laid above the deck to form a bottom layer of the floating floor with the vibration isolation and noise reduction functions; the middle layers are spliced to form a plate surface structure matched with the space of the ship cabin, so that the whole deck is paved with the middle layers, and the vibration source and/or the noise source are/is isolated; the top sealing layer forms a thick liquid before being cured so as to fill a splicing gap of the middle layer; the filling layer is attached to the baffle so as to fill peripheral gaps of the ship cabin. The multi-layer composite structure is adopted, so that vibration and noise are reduced, the vibration and noise of the cabin meet the standard requirements, and a quiet working and living area is provided for sailors and passengers.
