The method is applied to a cloud server, and comprises the following steps: in response to a battery pack locking instruction, determining information of the battery pack locking instruction; when it is determined that the battery pack locking instruction is a reserved battery replacement instruction according to the information, the reserved battery replacement instruction is sent to a target battery replacement station, and the reserved battery replacement instruction is used for indicating the target battery replacement station to lock a first target battery pack; when it is determined that the battery pack locking instruction is a vehicle off-network instruction according to the information, a target battery pack position corresponding to the vehicle off-network instruction is determined, the vehicle off-network instruction is sent to a corresponding battery swap station according to the target battery pack position, and the vehicle off-network instruction is used for indicating the corresponding battery swap station to lock a second target battery pack. The method ensures that the user has available battery packs when reaching the battery swap station, and can return the primary battery packs to the battery swap vehicle when leaving the network, so that the battery swap experience of the user is improved.
