When the electric pile is in cold start, the heating circulation loop heats the electric pile through the first heat exchanger and the electric pile circulation loop, so that the probability of successful cold start of the fuel cell is improved. When the electric pile operates normally, the electric pile circulation loop exchanges heat with the heating circulation loop through the first heat exchanger, and the heat utilization rate of the fuel cell is improved by utilizing the heat of the electric pile through the heating circulation loop.
