The invention relates to a foaming raw material of a high-flame-retardance and high-safety aero seat cushion and a foaming method. The foaming raw material comprises a main body raw material and a polyurethane toner, the main body raw material comprises polyether polyol, toluene diisocyanate and a flame retardant, the ratio of the polyether polyol to the toluene diisocyanate is 100g: (43-47) g, and the ratio of the main body raw material to the polyurethane toner is 100g: (0.5-3) g. The foaming method comprises the following steps: weighing foaming raw materials; uniformly mixing and stirring the components of the foaming raw materials; preheating the foaming mold, and spraying a release agent; a foaming raw material is poured into the foaming mold and cured, and a foaming product is formed; and cleaning the surface of the foaming product, removing burrs and burrs, and shaping. The preparation method has the advantages of simplicity in operation, low cost and good process consistency, and the foaming product prepared by the preparation method can ensure the safety and comfort of the aero seat and meet the overall flame-retardant requirements of materials and seat cushions.
