A control device (20) of a vehicle power storage system (50) configured to include a battery (BAT) and the control device (20) is provided with a first lead-out unit (21), a second lead-out unit (22), and a setting unit (23). A first derivation unit (21) derives a first charging power at which the storage battery reaches an upper limit voltage value on the basis of an open-circuit voltage estimation value of the storage battery and an internal resistance estimation value of the storage battery (BAT). A second derivation unit (22) derives a second charging power at which the storage battery reaches the upper limit voltage value on the basis of the voltage value (V) of the storage battery detected by the voltage sensor (12a), the current value (I) of the storage battery detected by the current sensor (12b), and the internal resistance estimated value of the storage battery. A setting unit (23) sets a charging power upper limit value on the basis of the first charging power derived by the first deriving unit (21) and the second charging power derived by the second deriving unit (22).
