The invention discloses a traffic jam prediction system and method based on homomorphic encryption and a block chain, and relates to the technical field of Internet of Vehicles application, and the system carries out the cooperative interaction of nine modules: key management, registration, data collection, data encryption, aggregation signature, batch verification, calculation prediction, data decryption and reward feedback. Specifically, a system initializes public parameters and key pairs; after the vehicle accesses the block chain, identity registration authentication is carried out; collecting vehicle travel data when the request occurs; encrypting the vehicle travel data by using a homomorphic encryption algorithm; verifying the cryptography commitment aggregation signature under the chain and the ciphertext data on the chain; traffic flow information is analyzed from the verified ciphertext data; the traffic flow information and the travel route are integrated, and the traffic jam condition is predicted by using the trained traffic jam prediction deep learning model; and decrypting by using the private key to obtain a final prediction result. According to the method, homomorphic commitment and block chain technologies are fused, and efficient and accurate traffic jam prediction is realized while user data privacy security is ensured.
