The invention discloses an electronic mechanical brake actuator, a brake-by-wire system and a brake-by-wire method wherein the electronic mechanical brake actuator comprises a brake caliper body, two brake pads oppositely arranged along two sides of a brake disc, and four power modules symmetrically arranged on the backs of the two brake pads and used for driving the two brake pads to be close to or away from the brake disc; each power module comprises a motor and a wheel cylinder piston which is driven by the motor to drive a brake pad to move horizontally in a reciprocating mode, a transmission mechanism is connected between the motor and the wheel cylinder piston, and a motor shaft of the motor is perpendicular to the movement direction of the brake pad. According to the scheme, the working stability of the power module is ensured, and the space utilization rate is increased.
