One side surface of the polyurethane foam 11 on the surface of the buffer plate 50 facing the vehicle compartment side has at least a surface layer 12A or a core in an open cell state, and a surface layer 12B on the other side surface on the opposite side of the one side surface is a surface layer in a closed cell state.
