A vehicle traffic signal offset prediction apparatus (1701) is described herein for determining traffic offset control signals for a plurality of traffic signals (306, 1101) located at respective locations (307, 1102) within a traffic network, an offset representing a time offset between flow permission modes of the plurality of traffic signals. The apparatus is configured to model (1601) the plurality of traffic signals as a plurality of coupled oscillators and determine (1602) the traffic offset control signal based on spatial correlations and synchronization times of the oscillators. The offset can be better controlled with the periodic dynamics of the traffic signal periods in this way.
