The invention provides an electrochromic device with a temperature control function and a preparation method and application of the electrochromic device. The electrochromic device comprises a first carrier layer, a first adhesive film layer, an electrochromic membrane, a second adhesive film layer and a second carrier layer which are sequentially arranged in a stacked mode. The first adhesive film layer and the second adhesive film layer are prepared from the following raw materials in percentage by volume: 2%-50% of a phase change material; 40%-90% of transparent adhesive glue; and 0%-10% of an auxiliary agent. According to the electrochromic device, temperature control can be achieved, and the light transmittance of the electrochromic device is not affected.
