The invention provides a high-reliability maritime launching platform satellite-rocket transportation deploying device and deploying method, and belongs to the field of rocket transportation deploying devices. The problems that in the land-sea transfer process of the rocket, the motion freedom degree is low, and the operation efficiency is low are solved. The transport maintenance device comprises an upper-section transport maintenance part, two lower-section transport maintenance parts and a lower-end transport maintenance part, the two lower-section transport maintenance parts are arranged at the two ends of the lower portion of the upper-section transport maintenance part respectively, and the lower-end transport maintenance part is arranged below the middle section of the upper-section transport maintenance part. The upper section transportation maintenance part comprises an arrow barrel head protection shell and an arrow barrel main body protection shell which are in seamless butt joint, and the arrow barrel head protection shell and the arrow barrel main body protection shell are both of independent opening and closing structures. The device is mainly used for marine launching platform satellite and rocket transportation and deployment.
