Systems and methods for brake arbitration are described, among other things. A secure stop request is obtained. The safe stop request is associated with a deceleration value of the vehicle in motion. A secure stop activation associated with the secure stop request is determined, wherein the secure stop activation is associated with a predetermined deceleration value. An automatic emergency (AEB) system deceleration command is calculated. An arbitration is made between a deceleration value associated with the secure stop request, a predetermined deceleration value associated with the secure stop activation, and a deceleration value calculated from data captured by the AEB system to determine a final deceleration output.
