The invention relates to an offshore wind power double-ship floating mounting device and method. The device comprises a barge; the draught fan carrying frame comprises transverse deck supporting frames and vertical draught fan bearing trusses, the two vertical draught fan bearing trusses are connected with the corresponding transverse deck supporting frames, the two transverse deck supporting frames are connected through a bottom connecting frame, and the upper ends of the two vertical draught fan bearing trusses are connected through a top connecting frame. The two transverse deck supporting frames are erected on the front portions and the tail portions of the two barges respectively. The fan tower drum is inserted into the vertical fan bearing truss, and a first conical sheath is arranged at the bottom of the fan tower drum; the two sets of butt joint cantilever beam assemblies are arranged in the two transverse deck supporting frames correspondingly; the pile foundation is arranged below the first conical sheath, and a second conical sheath is arranged on the pile foundation in advance; and the clamping jaw connector is arranged between the first conical sheath and the pile foundation and used for connecting the first conical sheath and the pile foundation together.
