According to the method, the exact positions of the transmitting end, the receiving end and the eavesdropping end are given, and the communication rate of the whole communication process is maximized through a method of jointly optimizing the transmitting power and the communication block length of the information source and the unmanned aerial vehicle relay and the hovering position of the unmanned aerial vehicle. The invention provides a design thought of how to set the hovering position of the unmanned aerial vehicle under different environment limitation conditions within a certain range, and provides a reference method for how to realize secure transmission of covert communication and maximize the communication rate.
