The bridge arm midpoint of one switching tube bridge arm is used for being connected with the negative electrode of the direct-current power source, the control circuit is used for controlling the upper bridge arm switching tube and the lower bridge arm switching tube of one switching tube bridge arm to be kept switched off, and the upper bridge arm switching tubes of the other two bridge arms are switched on with different duty ratios in at least two continuous switching periods. And the inverter circuit outputs pulse current to charge the power battery. By adjusting the conduction duty ratio of the bridge arm switch tube of the inverter circuit, the inverter current outputs the pulse current, and the power battery can heat the battery by using the heat generated by the self alternating current resistor under the action of the pulse current, so that the charging capability of the power battery in a low-temperature environment is improved, and the charging speed is increased.
