The invention discloses a base station energy saving method based on unmanned aerial vehicle flow unloading. A heterogeneous network scene formed by a macro cellular network, a small cellular network and an unmanned aerial vehicle network is considered, a plurality of unmanned aerial vehicles carry base station equipment to be deployed in the network through trajectory planning, then the deployed unmanned aerial vehicles and a ground base station are jointly scheduled, interference between an air network and a ground network is coordinated, and the network performance is improved. The traffic unloading of the unmanned aerial vehicle to the ground base station and the cell scaling or dormancy of the ground base station are realized, so that the network energy consumption is reduced. According to the method, dual performance indexes of energy consumption and throughput are comprehensively considered, intelligent trajectory planning of the unmanned aerial vehicle cluster and air-ground cooperation strategy making are realized through a multi-agent reinforcement learning algorithm and a potential game algorithm, dynamic user distribution and flow demands of a network can be adapted, and an optimal strategy is effectively obtained. Meanwhile, high maneuverability of the unmanned aerial vehicle is fully utilized to assist the ground base station in traffic unloading, cell scaling or dormancy is achieved on the premise that communication quality is not affected, and the purpose of saving energy of the base station is achieved.
