The invention provides a lifting device for building a steel structure well and a method for building the steel structure well. The lifting device comprises a lifting mechanism and a hoisting mechanism, the lifting mechanism comprises a bottom platform, a middle platform and a top platform, and the hoisting mechanism is arranged on the top platform of the lifting mechanism and comprises a base and a hoisting machine on the base. The base is arranged on the top platform and can rotate along a vertical axis relative to the top platform, and a hanging bracket of the lifting machine can move between a vertical orientation and an inclined orientation; wherein the lifting mechanism is configured to ascend and descend in a built steel structure hoistway, and the hoisting mechanism is configured to hoist building materials, such as steel beams, steel stand columns and the like, used for building the steel structure hoistway to designed installation positions of the building materials. According to the device and the method provided by the embodiment of the invention, the elevator shaft can be built under the condition of no large device, and the requirement on the environment condition for building the elevator shaft is lower.
