The invention relates to the technical field of vehicle scheduling, and particularly discloses a mixed traffic cluster scheduling method and system assisted by roadside perception enhancement. The cluster scheduling system comprises a cluster scheduling controller, a virtual service simulator, an environment scene library, a service scene library, an event-driven engine, a real-time service library, a scheduling adapter and an intelligent road side fusion sensing system. The method has the beneficial effects that a port TOS system service scheduling demand, a port machine real-time state, an automatic driving vehicle state in an automatic driving formation system FMS and a roadside fusion perception vehicle state are fused, and a service development trend is predicted online in real time through an established scene database, an event driving engine and a virtual service simulator; the problems of low scheduling efficiency and prominent potential safety hazards of mixed vehicles in single autonomous vehicle scheduling or single service system scheduling are effectively solved, and the service transportation efficiency and the driving safety of an autonomous port are improved.
