The invention belongs to the technical field of aerospace, and discloses a shuttle valve and throttle valve integrated retracting and releasing actuator cylinder which comprises an outer cylinder and a piston rod, the piston rod and the outer cylinder form a rodless cavity and a rod cavity, and the axial stress area of the rodless cavity is larger than the axial stress area of the rod cavity; the oil path comprises a first oil supply path and a second oil supply path; the shuttle valve comprises a first inlet, a second inlet and an outlet, and the outlet is communicated with the rod cavity; wherein the first inlet is connected with the first oil supply path, the second oil supply path is divided into two branches, one branch is connected with the second inlet, the other branch is communicated with the rodless cavity, and the shuttle valve and the throttle valve are integrated to meet the requirements of undercarriage actuator cylinder load shedding and retraction speed control. By reducing the output load of the rodless cavity, not only is the maximum load of the rodless cavity reduced, but also the maximum load of the whole actuator cylinder is reduced, so that the self load of the whole actuator cylinder and the load of engine body parts are reduced.
