Basic information data and traffic flow data of a road section are collected, then the average travel speed, the free flow travel speed and the importance correction coefficient of the road section are calculated respectively, based on this, the toughness accumulation index and the toughness loss index of the road section are calculated, and finally the correction importance of the road section is calculated and sorted. And important conditions of each road section in the road network can be better mastered.
