The invention discloses a double-layer vehicle speed prediction system and method for a non-road engineering vehicle. The system comprises a vehicle speed prediction mathematical model module, a working condition data acquisition and analysis module, an information updating layer module and a vehicle speed prediction layer module. The vehicle speed prediction mathematical model module constructs a vehicle kinetic equation and a vehicle speed prediction equation; the working condition data acquisition and analysis module is used for acquiring historical working condition information of speed, acceleration, pedal opening and gradient, and analyzing the relationship among variables under each gear; the information updating layer module is used for realizing prediction information updating by constructing a BPNN network; the vehicle speed prediction layer module realizes real-time vehicle speed prediction by constructing an LSTM network. The method is more suitable for engineering vehicles with complex and changeable working conditions, and effective prediction information is provided for engineering vehicle path optimization and energy consumption control.
