A computer-implemented method and computer system for dynamically managing traffic lights for traffic flow optimization. The method includes: identifying, within a predetermined proximity of a traffic light, a set of entry lanes as candidate lanes that receive a traffic signal from the traffic light; calculating a prioritized total lane waiting time for each entry lane; selecting a lane receiving a traffic signal in a current iteration based on the prioritized total lane latency; calculating an amount of time assigned to the traffic signal based on the number of vehicles to flush from the selected lane; presenting a traffic signal to the selected lane (including the non-conflicting lane) within the allocated time; a set of metrics is collected, including the throughput of vehicles leaving a predetermined proximity of traffic lights, based on the metrics, z determining a time allocation for a next iteration of traffic signals, updating a parameter for a prioritized overall lane latency, and initiating a next iteration of traffic lights.
