The invention provides a hybrid electric vehicle energy management method and system, and the method comprises the steps: building a hybrid electric vehicle kinetic model based on a to-be-tested vehicle; based on the dynamic model of the hybrid electric vehicle, obtaining the observed quantity of the to-be-measured vehicle; based on the observed quantity, controlling an engine and/or a motor of the to-be-detected vehicle to start or stop running; based on the observed quantity, obtaining a target observed quantity according to a reward function; the target observed quantity comprises a target engine torque and a target motor torque; and based on the target observed quantity, a transmitter and a motor of the to-be-tested vehicle are controlled to operate according to the target engine torque and the target motor torque, so that the problems that a deep reinforcement learning algorithm of an existing hybrid electric vehicle energy management system is long in training time, difficult in target function setting, poor in robustness and difficult in hyper-parameter setting are solved.
