The invention discloses a congestion control method and system based on variable speed limit, and the method comprises the steps: building a multi-cell transmission model M-CTM according to a confluence region congestion scene caused by the narrowing of a lane; the multi-cell transmission model M-CTM calculates a preset flow according to a prediction demand and variable speed limit control VSL, optimizes the preset flow according to a genetic algorithm, and determines a bottleneck capacity; according to different traffic demands, the upstream speed limit of the confluence area is adjusted, so that the inflow of the confluence area is smaller than or equal to the bottleneck capacity, congestion control of the confluence area is achieved, and the problems that in the prior art, model response lags behind, effective pre-control cannot be implemented before traffic congestion occurs, and research is not carried out in combination with the traffic flow operation state are solved. The genetic algorithm is adopted to optimize the preset flow, effective pre-control can be implemented before traffic jam occurs, quantitative statistical analysis and popularization and implementation are facilitated, and the method has important practical significance.

    本发明一种基于可变限速的拥堵管控方法及系统,该方法包括根据车道变窄引起的合流区拥堵场景,建立多细胞传输模型M‑CTM;多细胞传输模型M‑CTM根据预测需求和可变限速控制VSL,计算预设流量,根据遗传算法对预设流量进行优化,确定瓶颈容量;根据不同的交通需求,调整合流区的上游限速,使合流区的流入量小于等于瓶颈容量,实现合流区拥堵管控,解决现有技术中模型响应滞后、未能在交通拥堵发生前实施有效的预控制,以及没有结合交通流运行状态进行研究的问题,采用遗传算法对预设流量进行优化,能在交通拥堵发生前实施有效的预控制,同时便于定量统计分析和推广实施,具有重要的现实意义。
