The invention provides a vehicle-mounted air conditioning system and a vehicle. The vehicle-mounted air conditioning system comprises a heating loop and a refrigerating loop which are mutually independent, and the heating loop and the refrigerating loop both pass through a passenger compartment and a power battery system of a vehicle. The heating loop is used for heating the passenger compartment and/or the power battery system. The refrigerating circuit is used for refrigerating the passenger compartment and/or the power battery system. The heating or refrigerating efficiency of the vehicle-mounted air conditioning system is high, and therefore the cruising ability of the whole vehicle is improved.
