The power system comprises a fuel cell, a first DC/DC converter, a power cell, a second DC/DC converter, a traction motor, a first DC/AC inverter, an auxiliary motor, a second DC/AC inverter and an intermediate DC bus, the fuel cell is electrically connected with the first DC/DC converter, the power cell is electrically connected with the second DC/DC converter, the traction motor is electrically connected with the first DC/AC inverter, and the second DC/AC inverter is electrically connected with the auxiliary motor. According to the method, the total required power of the fuel cells is calculated through the difference between the actual intermediate direct-current power of the hybrid power system and the standard power of the power cells, and the starting number of the fuel cell systems and the target output power of the fuel cell systems are determined according to the total required power of the fuel cells. Reasonable start-stop and output power control of the fuel cell system are realized, the start-stop frequency of the fuel cell is reduced, and the service life of the fuel cell is prolonged.
