The invention provides a start-stop control circuit and a vehicle. The start-stop control circuit comprises a flameout control circuit; the first end of the flameout control circuit is connected with one end of the key gate circuit after the power-on ON line is disconnected; the second end of the flameout control circuit is connected with the other end of the disconnected ON line; the flameout control circuit further comprises a flameout control end used for receiving a flameout control signal. The flameout control circuit is used for enabling the first end and the second end to be in a conduction state in an initial state; and under the condition that a flameout control signal is received through the flameout control end, the first end and the second end are controlled to be disconnected, and vehicle flameout is achieved. According to the flameout control circuit, the flameout control end receives the flameout control signal to control one end and the other end of the ON line of the key gate circuit to be disconnected, and therefore vehicle flameout is achieved. The problem that flameout is not timely enough sometimes only through a key is solved, and the safety of the vehicle is improved.
