A data acquisition unit (111) acquires data of a battery pack in which a plurality of cells are connected in series or a battery pack in which parallel cell blocks in which a plurality of cells are connected in parallel are connected in series. The data processing unit (112) calculates, for each ID, the difference between the representative voltage value and the voltage value when the maximum voltage value is taken, and calculates a statistical value on the maximum voltage side in a predetermined period of the difference. A determination unit (113) specifies, as a recommended object of equalization discharge, a cell or a parallel cell block in which the statistical value of the maximum voltage side is out of the ID of the allowable range of the high voltage side.

    数据取得部(111)取得串联连接有多个单元的电池包或将并联连接有多个单元的并联单元块串联连接而成的电池包的数据。数据处理部(112)针对每个ID,算出取最大电压值时的电压值与代表电压值的差分,并算出该差分的预定期间中的最大电压侧的统计值。判定部(113)将最大电压侧的统计值脱离了高压侧的容许范围的ID的单元或并联单元块确定为均等化放电的推荐对象。
