The invention discloses a pre-charging circuit and a vehicle-mounted charging system, and the pre-charging circuit is connected between a charging power supply and a bus capacitor, and comprises a pre-charging unit which is connected between a first output end of the charging power supply and a first input end of the bus capacitor and is used for limiting a pre-charging current; the anti-reflux unit is connected in series with the pre-charging unit and can be used for limiting the current flowing from the bus capacitor to the charging power supply; and the change-over switch is connected between the second output end of the charging power supply and the second input end of the bus capacitor and is used for controlling the on-off state of the pre-charging circuit. Compared with the prior art, the anti-reflux unit and the pre-charging unit can be utilized to form the pre-charging circuit, the technical effects of pre-charging and anti-reflux can be achieved at the same time, and the technical problems existing in the prior art are solved.
