The steering mechanism comprises a steering frame, a left-right steering rudder axially arranged on the steering frame through a rotating shaft, and an up-down steering rudder penetrating through the end of the rotating shaft and capable of rotating around a through hole of the rotating shaft, and the steering frame is arranged on the main frame mechanism in a sliding mode. The device is simple and reliable in structure, convenient to produce and manufacture, low in cost and light in weight, and the whole device is of a frame-type structure; the whole body is of a linear structure, the resistance is small, the driving power consumption is reduced, meanwhile, a linear treading power mechanism can be adopted, and efficient power support is provided; whether the fixed floating frame is installed or not can be selected according to use requirements, the use range is widened, and the underwater operation requirements under multiple scenes are met.
