A system for optimizing traffic light timing using telemetry includes a wireless connected device (WCD), a traffic center of operation (TOC) that controls one or more traffic lights, and a control module that stores and continuously executes control logic in a closed loop. The control logic continuously receives real-time WCD telemetry data and processes the telemetry data in real time to match the telemetry data to a physical location. The processed telemetry data is aggregated to determine a trajectory of the WCD. The system selectively performs time of day (TOD), offset, and green light segmentation optimization, and receives a trajectory of the WCD and outputs of the TOD, offset, and green light segmentation optimization within the API. The system generates an optimized signal scheme from the data of the API and verifies the optimized signal scheme. The TOC receives the optimized signal scheme and selectively uploads the optimized signal scheme to the traffic lights. The optimized signal scheme improves traffic throughput by reducing total delay and number of stops.
