The invention provides a plasma device and method for preventing and removing ice on a backswept wing. The plasma device comprises a plasma power supply and a plasma exciter, the plasma exciter is a surface dielectric barrier discharge plasma exciter and comprises an insulating dielectric layer, an exposed electrode and a buried electrode. The high-voltage alternating-current surface dielectric barrier discharge plasma exciter is adopted for preventing and removing ice, the device has the advantages of being small in size, light in weight, low in power consumption, fast in response, free of mechanical parts, high in heating efficiency and the like, energy can be injected into an airfoil boundary layer by means of the aerodynamic effect of the plasma exciter, surface flow separation is delayed, and the airfoil boundary layer is protected. The aerodynamic performance of the wing is improved.
