A system for determining optimal behavior of a vehicle includes at least one vehicle sensor, and a controller in electrical communication with the at least one vehicle sensor. The controller is programmed to determine an entrance stop line position and an exit stop line position of an intersection controlled by a traffic signal in a path of the vehicle by using the at least one vehicle sensor. The controller is further programmed to determine a current signal phase of the traffic signal by using the at least one vehicle sensor. The controller is further programmed to determine a location of the first distant vehicle by using the at least one vehicle sensor. The controller is further programmed to determine an optimal behavior of the vehicle based at least in part on the entrance stop line position, the exit stop line position, the current signal phase, and a position of the first distant vehicle.
