A server accesses vehicle data from each of a subset of a plurality of networked vehicles (CVs) on a road portion, the vehicle data including at least one of location, speed, and headstock. The server generates a long-term shared world model based on the accessed vehicle data. The server generates a data structure using the long-term shared world model by applying the traffic flow model to the long-term shared world model, the data structure representing a predicted future speed over the road portion by location and time. The server transmits a control signal to a networked autonomous vehicle (CAV) for controlling operation of the CAV based on the generated data structure.
