The invention discloses a primary suspension system and a railway vehicle. The primary suspension system comprises a framework; the axle box body is arranged on the inner side of the side beam of the framework; the rubber node assembly is connected between the top of the axle box body and the framework and is used for providing longitudinal and transverse positioning rigidity and releasing vertical rigidity; the two steel spring assemblies are connected between the top of the axle box body and the framework, and the two steel spring assemblies are located on the two sides, in the longitudinal direction, of the rubber node assembly correspondingly and used for providing vertical rigidity; and the positioning pull rod is connected between the bottom of the axle box body and the framework and is used for providing longitudinal rigidity and releasing vertical rigidity and transverse rigidity. Decoupling of the vertical rigidity, the transverse rigidity and the longitudinal rigidity is achieved, the rigidity in the vertical direction, the rigidity in the longitudinal direction and the rigidity in the transverse direction are independently achieved, the requirement that a primary suspension system has enough wheel set axle box positioning rigidity and small vertical rigidity can be met, and the critical speed and the riding comfort of a vehicle are guaranteed; and the high-speed stability and stability requirements of the vehicle are met.
