A cargo handling control device (20) is provided with: a guide control unit (34) that, on the basis of the position of a pallet (11A) to be picked up with respect to a forklift (1) when the forklift (1) is at a start position (P0), performs control so that the forklift (1) approaches a cargo handling position (P) corresponding to the position of the pallet (11A) to be picked up; an approach determination unit (35) that determines whether or not the approach of the forklift (1) succeeds on the basis of the position of the pickup target pallet (11A) when the forklift (1) reaches the cargo loading/unloading position (P); and a reguidance control unit (37) that, when it is determined that the approach of the forklift (1) to the cargo loading/unloading position (P) has failed, performs control so that the forklift (1) approaches the cargo loading/unloading position (P) again on the basis of the position of the pickup target pallet (11A) with respect to the forklift (1).
