Under the condition that the tension of the mooring line is too small, the flywheel releases energy to drive the winch to wind the mooring line, tensioning of the mooring line is achieved, real-time adjustment of the tension of the mooring line can be achieved, the mooring requirement of a ship is better met, meanwhile, the flywheel is used for storing and releasing energy, and energy consumption can be greatly reduced.
