The invention provides a fair perception overtaking decision optimization method for a networked and non-networked vehicle unstructured mixed scene, and the method comprises the steps: enabling a networked vehicle to sense the state information of surrounding vehicles in real time through employing a carried sensor device; dynamically evaluating the availability of overtaking execution of the left lane by using a left lane availability detection mechanism; dynamically evaluating the availability of overtaking execution of a left lane based on a left lane availability detection mechanism of adaptive maneuvering tree search; a fast lane speed recommendation mechanism based on traffic flow analysis provides a real-time fast lane recommendation speed according to traffic density and flow; by using a K-nearest neighbor enhanced deep reinforcement learning method, combining a parameterized breach depth recursive Q network with KNN enhanced experience playback, and combining fairness probability, left lane availability, lane recommendation speed and other efficiency and safety indexes to construct a lane changing overtaking model; and the networked vehicle executes a lane changing overtaking decision according to a decision result provided by the lane changing overtaking model.
