In a monitoring system using an EVS as a monitoring camera, a sufficient power saving effect can be obtained. The monitoring device includes: an image acquisition unit that acquires image data indicating a change in intensity of incident light; a region determination unit that determines, in the field of view of the image acquisition unit, a first region in which monitoring is to be performed and a second region in which monitoring is not to be performed; and a monitoring unit that outputs a monitoring result of the moving object on the basis of the image data acquired by the image acquisition unit in the first region.
