The invention discloses a stability control system, namely a dynamic active control system. The system is configured for total ship pitch axis control by fast symmetric deployment of water engagement devices in combination with engine trim adjustment and total roll and heading control by differential deployment of water engagement devices against roll motion associated with water engagement device delta positions. The software module is also configured with a control strategy that limits the bias of the water engagement means as the vessel accelerates or decelerates to provide improved stability during operation of the vessel. The control strategy may statically maintain the bias within a limited configuration (e.g., in relation to the speed of the vessel) until the limited configuration is no longer present.
