A contact detection device (10) in which an AC power supply (11) switches a first AC voltage and a second AC voltage having different frequencies and applies the voltages to a first electrode layer (22) and a second electrode layer (23), the contact detection device (10) being provided with: a storage unit (34) that stores an alternative quadrature phase component (QA) corresponding to a state in which a conductor is in contact with an electrostatic sensor (7); a quadrature phase component comparison unit (31) that compares a first quadrature phase component (Q1) extracted when the first AC voltage is applied to the second electrode layer (23) and a second quadrature phase component (Q2) extracted when the second AC voltage is applied to the second electrode layer (23); and a contact determination unit (33) that detects the contact of the conductor on the basis of the first quadrature phase component (Q1) when the first quadrature phase component (Q1) and the second quadrature phase component (Q2) are within the range of the first quadrature phase error ([Delta] QE1). When the first quadrature phase component (Q1) and the second quadrature phase component (Q2) are outside the range of the first quadrature phase error ([Delta] QE1), the contact of the conductor is detected on the basis of the alternative quadrature phase component (QA).
